The official hotfix specifically says that Residents’ Needs gained an “unlock tents” objective. That is the most reliable first place to look when the early settlement needs housing. Read the current quest text and follow the unlock it points to before trying to place a building that is not yet available.
The store page names homes as part of town growth, but it does not document a precise button sequence for tent unlocking. We therefore do not invent one here.
Check the Journey Points change
The same September playtest note says Journey Points were rebalanced so that tents could be unlocked right away. If you remember having to wait or earn extra points in an older demo or test build, that memory may no longer describe the updated opening.
The change is about progression guidance and available points, not a promise that every saved game or every future version shows the same objective in the same place.
