The Problem
During The End, enemies are supposed to spawn where you can fight them. In some cases they spawn too far away instead — visible, or at least counted as alive, but out of reach. Nothing you can do from your position kills them, so the fight never resolves and the quest does not advance.
That is the situation Remedy's known-issues list describes, in these words: “The End: An enemy can spawn too far away for the player to kill it, blocking quest progression.” It is a spawn bug, not a puzzle and not a soft-lock you caused: the encounter is waiting on enemies you cannot get to.

Reload the last checkpoint. That is Remedy’s own wording, from the official known-issues list — it is not a community workaround.
What to Do, Step by Step
- Check whether the enemies are genuinely out of reach. If you can still see or reach a target, finish the fight first — reloading when the encounter was completable only costs you progress.
- Reload the last checkpoint using the game's own reload option, the same one you would use after dying.
- Replay the encounter. The reload is a fresh roll of the spawn, so the enemies should appear within reach this time.
- If the spawn is wrong again, reload a second time rather than hunting for another way to finish the fight.
Why there is no menu path here
The official wording is "reload the last checkpoint". We have not confirmed the exact wording of that option in the current build, so this page describes it rather than printing a menu path we could not check.
Current Status
Confirmed bug, with an official workaround. The inability to finish the encounter is a recognised issue, and reloading the last checkpoint is the published response to it. The list also says its issues are “planned to be addressed in the next game update”, so a permanent fix is expected but has no date.
- The spawn problem is acknowledged by the developer, so a stuck quest is not a sign you missed something.
- The reload instruction is official.
- We have not seen a permanent fix announced, so the reload remains the answer until a patch changes the spawn behaviour itself.
