Quick answer
Get the Azure Torch on the eastern Tower approach after Endu. It activates the island bell Gargoyles and the Tower’s numbered puzzle.

Find the torch
Cross east toward the Tower of Knowledge with the initial Wind Dash. The Gargoyle statue on the approach holds the Azure Torch. You can obtain it before collecting the second Wind Gem, although the extra charge helps with the next exploration routes.
Island bells
The first two torch targets are on elevated routes above the opening area: one beyond the broken staircase and one north of the upper elevator near a locked gate. The third is on the exit after Dagoom. Once all three ring, return to the Tower.
Numbered statues
The Tower’s interior puzzle is separate. Light Gargoyles 3 and 7 to open the nearby passage. Incorrect statues summon hostile book bugs. Check the numbers before applying fire.
Combat use
The torch’s magic fireball resource recharges. Cast during a safe opening and use another attack while waiting. Binding disables magical abilities, so check Status when the fireball unexpectedly fails.
