Underground Exchange: bay, directive & access
Start with the Smuggler Bay and read the Underground Exchange Directive. Official patch notes connect the exchange to that bay and the directive to Sawyer.
Quick answer
Start with the Smuggler Bay and read the Underground Exchange Directive. Official patch notes connect the exchange to that bay and the directive to Sawyer.

Check the access chain
Look for the directive in your inventory and story context. A previously fixed issue involved Sawyer’s Crew with Skip Intro disabled preventing the directive handover. If you are following an old save or video, distinguish that bug from an unlock requirement.
Exchange versus temporary deal
UPDATE 049 explicitly gives the bay’s underground exchange priority over the temporary exchange deal. Read the actual offer and required objects instead of assuming the two systems share an entry condition.
Reputation affects the stock
The Thief’s stock scales with Black Market reputation. Reporting and serving criminal contacts can therefore have long-term consequences. Choose a relationship deliberately instead of assuming every bounty is a free gain.
No invented recipe list
An old player report describes exchanging three worn filters for a fresh one. This is not an official comprehensive exchange table or a guarantee for 1.0. Read the directive’s current request before sacrificing useful items. Keep rent funded while testing an exchange.
Update before diagnosing a vanished bay
Official 1.0.0.5 fixes the delivered Smuggler Bay Mod being thrown out with the trash when left overnight. A missing reward on an older build may be that fixed bug. Do not assume a reputation penalty or an incorrect trade solely from that symptom.
Diagnose the nightly swap
A release community reference reports placing requested goods in the trash, leaving Janitorial enabled and collecting next day. Check free space and Black Market standing. Reported standing swaps include three used filters for one new filter and two poison for one energy cell. Follow your actual directive if it differs, particularly for rotating promotions. These are community observations, not an official drop table.
