Use the element and attack category the enemy accepts. Mechabo upgrade commands require quests rather than character levels alone. A physical burst rotation is unsuitable for a physical-immune enemy even when its element matches.

Beyond the Blue route
Start with Dilmagia Shipyard’s chairman in Chapter 5. Take Mobliz’s left elevator to the northwestern blueprints, return the plans, speak with Evan on the Enterprise, defeat Typhon and report to the chairman.
